Thomas R. (Tom) Breese has a Mechanical Engineering degree, with a minor in
Industrial Engineering, from the University of Iowa. Breese operated seven NAPA Auto
Parts stores in eastern Iowa for more than 30 years. He has extensive experience in all areas
of business management and served in leadership positions in state and national trade associations.
Breese served on active duty as a Private in the Marine Corps and retired, following more than 33
years of active and reserve military service, as a Captain in the Naval Reserve.
His military experience included technical intelligence and training at the Naval War College and
other commands. He is a former Council Member of the City of University Heights and has been
active in numerous civic organizations. Breese is a member of the National Association of Legal
Investigators (NALI) and the Iowa Association of Private Investigators (IAPI), currently serving
as the Chairman of the Ethics Committee of IAPI.(/i>
Melissa K. Ruhlow holds a Bachelor of Arts degree in Criminal Justice
and had experience in locates and collections prior to joining Third-Party Services.
Her educational background includes work in trial evidence, criminal law, accident investigations
and criminal investigations. Married and the mother of three, Melissa is skilled in photography
and is a life-long Iowa City resident. Highly proficient with computer applications and interviewing
witnesses, she also does process service, surveillance, and employment and tenant background checks.
Melissa is an Associate Member of the Association of Certified Fraud Examiners (ACFE), currently
completing requirements for CFE certification, and is Secretary of the Iowa Association
of Private Investigators.
